Of course you wont have access to the whole XMB during a game. The reason you dont have these features now is due to the memory footprint of the libraries that Sony gave the developers in the first place.

Not going to happen at a GDC. If a price-drop is coming (i dont expect one anytime soon), then it would probably co-incide with a consumer event, like a game launch, or a holiday.

I dropped buying CDs and DVDs long ago and started using Digital Distribution.
Packaged, Manufactured and Shipped discs are dead.
Half the traffic on the internet is movies and music already, the MPAA and RIAA are going to be moving to Digital Distribution in order to compete with the existing DD offerings (bittorrent and other P2P).

Achievements can be like a treasure hunt from Developers. It would be kinda-like secret levels in old-school games.
It brings new-game-play features, new game "modes" (find all the ZXY, do this without doing that, go fast, go slow)
It adds a meta-game on every videogame.
