Sony knows gaming and gamers. They know many gamers also exist outside of major developed countries with mature/developed internet infrastructure.
Sony has also taken a long term approach to development and not just focus on the short therm view

In the second book Sword of Destiny. Like many of the witcher short story it uses fairy tales but of course it is quite dark. This one used Snow White story. It basically explained how Geralt got the "Butcher of Blavinken" nick name. A very tragic story and sad story but it was so well done.

Witcher and Horizon has DLC done right. I can say with certain for example that Heart of stone and especially blood and wine would not make any sense playing them during the events of the main game.

Imagine the disaster that that will do. MS does not know how to create content or even good teams.

I generally don't like govt butting in but in this very specific case I agree with.
This is more about protecting the industry than just protecting kids and idiots from themselves. There are many kids in gaming and if they get hooked on gambling it could have dire consequence for the whole industry.
There are two main problems with cloud gaming in general
1. Penetration. Globally getting physical games is still way more accessible cheaper to many more people than through the net.
2. Size of games is a moving target with game size increase outstripping the bandwidth incase by ISPs/cable providers.
Until these two can be resolved soon. I don't see physical media going away anytime soon.
