Yes, it's developed and published by Paradox. Not as heavy on the war mechanics as HOI but well done nonetheless. Do try it out (EU3:Complete version) and if you want some more fleshed out casus belli mechanics then get the latest expansion, Heir to the throne, as well (only compatible with EU3:Complete).

Europa Universalis is a true Grand Strategy but the changeover is pretty painful for any newcomer to the series (speaking by own experience). Though once you've gone through that, a magnificent game opens up for you.
Civ and EU may play in the same field but are different enough to not really trespass on each others turf. If you like Civ do try Eu. If you like EU ...

Sorry but that just not how I see it. I like some elbow space or just random exploring. Since it's so easy to transport yourself around the map it's not really a big deal.
The problem with JC2 is not that there's nothing to do but that there's so little variation: Collect boxes, blow stuff up, move on.
But it is not so much the game as the engine that's impressive.
Yeah, I bought Just Cause 2 recently and was absolutely delighted when I discovered that the map not only was huge but handled different climates really well. That engine is truly impressive if we disregard the lack of indoor environments. Hopefully we'll see some licensing and other games based on that engine.

Actually this is game is not thanks to Bethesda. They tried to stop it by claiming breached contract with Interplay.
