There won't be a complete edition of the game. Any extra content will be obtainable by either paying for it or earning it and paying for it with in game fight money.

Exactly, the only reason you're seeing 2nd party IP's come to the PC is because it makes deals a lot easier to secure like this article points out. I doubt Sony wants to bring their first party IP's to the PC.
