Doesn't really cost anything as most players only buy the game for 1 platform anyways. Either console or PC. If the dev already made the game for both then it doesn't really cost anything more other than the digital delivery of the game. Developers may see it as a good selling point

Microsft's games will be sold in the MS store only on Windows and Xbox, hence MS exclusive. It's not rocket science.
