@gamingdroid I agree that there are awful parents out there but your "solution" is far from perfect and would probably cause more harm than anything else.
You cannot simply dictate who can and who cannot have a child; firstly how would you decide?
A point was raised previously by @sidar; what would you take into account? What attributes would you use to test for so called "good" parents? Is foul language a sign that a parent is bad at loo...
