This game would actually be wicked on Vita.
The only scenario where a 1.5MB connection will improve a game is one where the cloud renders everything, compresses it and streams it to the client. (Literally, this is what PlayStation Now is doing)
Do you have any idea how fast an Xbox One can handle 1.5MB of data on its own? You're looking at a tiny fraction of improvement in computational bandwidth. A fraction of a percent.

You'll definitely want at least the $15 Left Behind DLC.
That DLC is a necessary companion after completion of the game.
It's a hard choice. You could be playing it asap, but you only stand to profit by waiting. (Even if you don't get it on ps4, the game will be reduced even further on ps3 by then)

As a ps3, ps4 and Vita owner, I would probably suggest the WiiU/Vita combo.
My reasons:
Vita is an incredible and incredibly underrated piece of hardware in my book.
I don't, but would absolutely love to, have a WiiU.
Ps4 is great, and I use it almost every day, BUT the only reason you stated for buying it was InFamous. Now, don't get me wrong, I loved Second Son, but you can be done with that game in a weekend.
I'll happily pick one up at a cheaper price sans Kinect.
Until then I'll remain happy with my ps4.

Seriously, if they released an Xbox One without Kinect, Blu Ray, HDMI-in, and anything else possible and slashed the hell out of the price, then I would pick one up a heartbeat.
The report states that 2 million Xbox consoles were shipped, and 1.2 million of those units were Xbox One consoles.
They only stated shipped and not sold through which implies that of the 2 million units, 1.2 were Xbox One consoles. Therefore, the other 0.8 million units shipped had to be Xbox 360 consoles.
They do not need to specify between shipped and sold because they're technically off Microsoft's hands either way.

Xbox does not truly appear solid to investors on this sheet, BUT I will give Xbox the benefit of the doubt here and say that the next few quarters Microsoft will spend recouping R&D costs for Xbox One.

What's the attach rate now? Like 15-20 games or something stupid?
People think that the Vita is an absolute bomb, but the truth is that per single Vita hardware unit sold, more money (averages, of course) will be made from that unit than any single PS3, PS4, WiiU, 3DS, Xbox 360 or Xbox One.
Vita has so many games.
You just don't think it has games because it doesn't have some super hyped western made AAA lamefest. (Commonly referred to as a "system seller")
I downloaded Muramasa primarily because I couldn't stand waiting for Dragon's Crown.
Both are exceptional though.

I would only say the last two weeks or so, but I've seen a few places have them in stock now.
Also, I saw the ps4 camera for the first time at a Wal-Mart two nights ago.
Obviously, I don't know what it's like anywhere else, but that's how it is here.

Xbox One has been available in store for, say, 80% of it...
Ps4 is coming up for local multiplayer. There's already a pile of local multiplayer games, and there are more to come.
Sure, a lot of it may be indie titles, but that doesn't mean they aren't a blast to play.
There's really only one proper explanation at this point:
Sony is selling off these shares because, at this point in time, it makes financial sense.

I'm sure that there's a healthy amount of the entertainment division's budget going into this.
Wouldn't you guys rather see this money used for game development?
