dude, the game will run at 1080p at 60 frames and will CRAP all over the ps3 and 360 version visually and gameplay wise with all the extra content,
you can make ps2 games run at 1080p 60 frames on pc, I do it all the time, here is persona 4 running at 1080p 60 frames on pc, it looks better than most ps3/360 games with all their jaggies!! and that is old ass ps2, 480i code, imagine when we start emulating all those ps3 games!!
this game is a bit like halo, 10x faster, with jetpacks that actually work well and good graphics
(looks better than anything on console by a landslide)
New consoles are the only solution, these things have been on the market, way, WAY too long.

every game will come with a 20 or so digit code, you will enter it, it will unlock the game to your gamertag/machine, you will be able to play your game on any nextbox/ps4 by logging into your account, if you sell your game to a friend or give it away, your friend will need to either
a. purchase a new key online (hopefully at a discount)

there is no choice but to release next gen consoles this year, smartphones have practically surpassed ps3/360 graphically
720p looks downright terrible, and you get 720p if you're lucky, the witcher 2 looks bloddy AWFUL on 360 and is 672p, it seriously looks like a psp game compared to the pc version.
