The Intel Celeron's Skylakes are probably the best low tier entry CPU there is. And a much safer future upgrade choice than refurbished rigs that are most likely older gen but probably better for the price/performance.

You can build a ~$300 PC and play Witcher 3 on ultra at around 30-40 fps. Put some settings on High and you get a good 60fps.
Star Craft 2 is known to be bad optimized, so your PC might be stronger than you think.

Any studio that is making a VR game should be supported by the platforms, at least for the coming years.
Let's say that there are 500k PSVR and 10% buy your game. The costs are probably much higher then what they would earn from it. Now if 10% bought a PS4 game, they would be instantly GOTY.
The Decima engine was entirely free, Herman gave the source code of the engine with no questions asked when he visited them. Afterwards they started to tweak the engine to Kojima's liking (mostly the lighting) and became studio partners.

This is MultiGPU DX12 not Xfire/SLI.
With MultiGPU you can put an AMD and a Nvidia together ( only in DX12 games like Ashes' example ) and get atleast a 30-50% boost if not more.
If they put the 480 in Xfire and benchmarked a DX11 game, it would probably perform less compared to the 1080. But AMD is betting on DX12/Vulcan to succeed and already know that DX11 is a bottleneck for them

If it's transformative, then yes you could. Because it isn't just about certain product anymore, it has become something else. So far Jim has stayed well within the Fair Use rules, but the biggest reason he has issues with are people "abusing" it for personal reasons and automated id-content claimers.
