Genesis proved upgrades were detrimental to a console's ability to succeed. Console consumers want a streamlined, simple product. Upgrades complicate things while providing benefits that are generally only taken advantage of by first-party developers.
Similar situation with the N64's memory expansion.

This game 'Heartland' would've been a great idea a few years ago but now it's too late. Bush is out, and Homefront didn't do great, which was a game based on similar premises.

Of course it "can be done", the article just asserts that MotionBlurSkinning wouldn't work well on PS3.
If you've seen gameplay from the Gears 3 beta, you'll notice extreme amounts of motion blur during fast movement, like when characters sprint. It seems to be an integral part of the game's aesthetic and it's due to MotionBlurSkinning.

It was not worth it. I played it once, for about half an hour, and I've never touched it again.
Even with the analog patch, Lair is a horrendous game... especially by today's standards. You won't be prepared for how bad it is, both in graphics and gameplay.

That's because it was made by the same developer, Factor5. But now Factor5 is defunct, as they shutdown a year or two ago.
