It has compelling software, just no huge name familiar IPs. It has a bunch of niche titles that are some of the best handheld experiences i've ever had to date, though they're not experiences the general public would rush out to buy.

Yes, the PS4 is more powerful. However both systems ARE capable of 1080p/60FPS. It's just the eSRRAM is harder to develop for.
I still wouldn't buy it as I have major issues with its hardware, library, refusal to drop game prices across any of its devices (Mario Kart DS, a 7 year old game retails at £25+) and its online system (I don't want Miiverse).
If people already want Pokemon, they can get it on the 3DS. And the attitude that they can survive on experiences that everyone has already played a hundred times have already gotten them into this mess.

Given that many of them have low wages, they'll not care about high end hardware and will want something cheap and cheerful. They've had a ban on videogames, so graphics will be the last thing on their mind, anything will look amazing.
If I were Nintendo, i'd release the Wii and DS in China. Very cheap production costs, large library, you could sell it off cheap to the Chinese public and make a fortune out of it.
