I don't see the point of this other than what someone said above about MS paying for it because they originally said it would be simultaneous.
Anyway these days my focus is on GTAIV so those 21days won't matter whenever I actually return to the game, which right now looks like sometime next year. GTAIV is looking to be my new multiplayer choice through the summer.
That's EA's main goal.
To get their name on the package and opening screen of the game.
This would catapult their popularity to those who have no idea what's going on between T2 and EA, causing them to think EA rulez.

Sorry, but that installation procedure is Capcom's way of making the streaming process easier for their developers.
No other game on the PS3 uses the same streaming process as Capcom, with Uncharted being an excellent example of how seamless streaming is done right. When the current patch was released on the 360 they had to retract it for all the bugs and errors.
The same can be said about the map pack.
