No, it's a third person game that gives you a first person mode. You're thinking the other way round. It's much easier to implement it in TP as the games has been build around that mode whereas in FP the movement are quite particular especially when holding a gun or general movements. Adding a TP view make the character interact with the with people and the environment quite awkwardly.

Microsoft needs to be focused on proper games rather than VR. Even if they do create a Vr game, who would work on it, I surely don't want Rare or any of their first party studios to be working on VR.
VR to me feel like smaller niche games that are mostly in FP mode. VR is an expensive experience and if I'm not getting a AAA experience why would many even consider spending that much on it.

Firstly ODST was a really good game and I also don't care about how they advertisd the game as it whether it's a broken promises or DLC speculation. The end result was an excellent addition to the franchise which stands on its own. It had a great campaign, introduced Halo to firefight and had Halo 3 multiplayer maps. These content are not DLC content, there are games that don't even give you a fraction of that experience.
