I've never had a lag problem on PC. Think I own 4 of em since cod4 and can't remember one instance. I don't play CoD a whole lot though......
I'm a pc player and I can't remember one time since cod4 where I have experienced lag or anything in a CoD game I own. Granted I don't play the game a whole lot, but I can't remember having any problems at all.

PC is Epics lead platform these days. They also never even got the infiltrator demo working on consoles so what makes you think it'd be a xbox one exclusive?

You might as well be asking a legless man to jump a mountain. You're asking to compare 2 things that are impossible to compare. Come up with a reasonable request next time. Of course there isn't a pc that can run ps3 games. They are not compatible. Gimme a cross compatible game though and it'd be no problem at all.
Of course noone can show you that because it's impossible. It would take the EXACT ps3 version that would have to be compatible with pc which does not exist. It's not like you can compare the pc version of bf3 and the ps3 version of bf3 because they are totally different. My statement still stands though any pc released around the time of ps3/360 can still run any current console game just fine at about the same settings....
^^ My old comp from back then could run all those at the same quality level as the ps3 easily. Not hard to run games sub 720p with no aa and low textures.
I think too many console people think that all the ram is going to be used for the gpu and nothing else. You do realize that's not the case right? They're not even released yet and we're seeing games like watchdogs, cod, etc looking better on pc. It's going to get even worse for the consoles as the games get more and more complex leaving even less ram for the gpu.
