This may be true, but I honestly do not believe that this lame game cannot run at Full HD on PS4.

Yes, but experienced game developers, such as ND, could put a percentage to the first games released on a new console. Ofcourse they use all resources available, but as they code to get a first title out they will see what room will be left to optimise a couple of years down the road, improving their engines and shrinking overheads. These new consoles are GPU centric, and are using weak arsed CPU's, but they are 8 core weak arsed CPU's, loads of optimisation left to fully utilise thos...
