You do not magicaly gain any detail by upscaling it, things aret actually like in the movies where they take a blury picture, zoom in on it, and press a button and it magicaly becomes clear with new details that werent there before.

You would have a beter chance if you had DSL instead of cable due to its higher upload rate. If you were trying to play outside of your house the signal would have to go through alot more systems increasing the delay between your ps3 and your psp by alot.
