The dev actually said a while back that it is a completely new engine redesigned from the ground up. This is very possible as MS may not have let them take the engine code with them.
Yes this is likely another culprit. It doesn't help when the CPU is having to run both the game processing and what would normally be processing done on a dedicated server.
You can't really compare it to any Frostbite engine game, because that is one of if not the most efficient game engines out there. I am a PS4 owner and I want crossplay. I would actually say a VERY large amount of the PS4 user base wants crossplay due to so many coming over from the Xbox side. Bleh...I would much rather see them run it at ~1440p 60 FPS and upscale to 4K rather than run it at only 30 FPS. Then again this may be CPU bound rather than GPU bound with all of the destruction, so that may not be an option. :/
I think it will help, but it is not going to be enough on its own. The reason I don't think it will be enough on its own is Microsoft is not putting out any exclusives that make people want to buy an Xbox. That is the true console mover and it always has been. Sony is demolishing them in this regard and this is coming from someone who has been with Xbox since the beginning.

Don't listen to @Summons75 as he obviously hasn't played the game. If anything the reviews were FAR too harsh. This game is fantastic and the so called issues are pretty much non issues. The animations are nowhere near as bad as they are being made out to be. If you actually played the game and saw the vast magnitude of dialog that this game has you would understand why they may not be as good as some of these trash games with an 8 hour story. That is not really a fair comparison.

@antz1104 10 hours IS NOT enough time to form a valid opinion on this game. 10 hours is barely scratching the surface. I found the story interesting throughout, but the second half of the game is where it really hits its stride.
The issue with that logic is the X doesn't have a good CPU. A $1500 computer will run circles around the X.
