PS3 doesn't have this kind of DRM. As long as the purchasing account is "activated" on the PS3, it never needs an online check for any other accounts to play it on that PS3.
However PS4 does have this type of DRM for "non-primary" consoles, I believe. But I've only got one PS4 and no one to gameshare with, so I don't know how the practical execution works aside from the description in Son...
In theory PS+ on PS4 could do even more of what this article talks about... connecting gamers to indies. Since there's currently, and for the foreseeable future, something of a dearth of retail games, all there will be to offer will be indies.
I certainly got just as much, if not more out of the indies offered on PS3 PS+ vs "retail" freebies, because I was less likely to have already bought them, and because I actually had room for them! Still haven't actual...
