"We love this genre and great games like PUBG" isn't saying "just like PUBG". And given it's not "just like PUBG" aside from giving that game its due... no, it's objectively not a "blatant ripoff".
Not sure how crediting another game as great and adding your own unique ideas to the formula is "blatantly" ripping anything off.
If anything, it's accreditation for the idea and then making it your own by adding your game's unique mechanics to it, which dramatically change how it plays. Though I do wish they'd either expand the map, improve weapon locations, or shrink the lobby size a tad.
Contrary to popular belief, that really doesn't work well for a product or service.
And who gets to be the arbiter of who falls into which category? What are the clear lines of racism, sexism, or homophobia? Will they then begin to err on the side of reporters to avoid issues only to lay a strike on people because of a bogus report? How would you combat abuse?

No one ever said they were perfect, but they do it far less, and in the most egregious cases were taken to task over the micros in their game even by fans. Which is probably why we didn't have any in Horizon even though they could have easily found ways to implement them.
