They allowed mod support for games, the issue literally stemmed from mods requiring certain kinds of audio as PlayStation has a proprietary audio format that they can't just let everyone and their grandma use in mods.
They never told fans to get two jobs to get a PS3, they said that they know the price point for it is steep so they need to make it so appealing that you'd WANT to work two jobs to afford it if you had to.

What are they doing different? For one, not having zombies. Zombies are mindless and have one singular function. To feed. They feel no pain, show no intelligence, they are walking corpses. The Freakers are not this. They have a social structure, they reproduce, they eat, they sleep, they're affected by heat, by cold. All of these factor into the gameplay itself too.
You can also use them tactically, to your advantage. You can herd them...
Because they needed to combat the idea they didn't have First Party in the pipeline so I fully expected the return of Halo, Gears, & Forza.
Which missed the point of taking risks and needing new IPs, as did half their acquisitions as they bought devs almost exclusively working for them already who will likely keep making the same games, but I digress.
