In VII, VIII, IX, You can go into the menu and select ATB as active/wait. When in wait, you can sit and wait to issue commands to all three of your ready characters, but what happens after you issue the first command is determined by when the enemy has their turn to attack. If you're in active, then you'll get your ass kicked because you can't operate smoothly.
