It can handle files many time larger than 4GB on it's own HDD. It is only on external devices it cannot read files bigger than 4GB because of the FAT32.

They come from a place called Hollywood. Not only content with stopping Sony allowing their stuff on Home, they also want Sony to not use such a system at all in case people find a way around it.
The PS3 needs The Last Guardian like all platforms need their games.
Without these kind of titles, the platforms fall flat. That is why Ninty, Microsoft, Sony and PC is still very much in the game! They get titles that appeal to their customers.
