I don't have most accurate answer to that question. But, If you've seen Sony pre-conference show at Gamescom 2013 where Shu. Yoshida was using PS4 UI, he could jump right into the game within 7sec of loading time. (From out of game to actual gameplay).
To me, this gives *some* idea how fast PS4 is going to be. May be we can get more info as launch date nears.
If I may speak for myself, I bought PS Vita almost a year ago, along with PS+ and never regretted since. Though I certainly wish the mem cards were cheaper, but thats certainly not something I'd count as a negative aspect of vita.
It takes lot of risk to and innovation to bring next gen intelligent FISH into reality.
That sums up all the reasons why I am never EVER going to buy XBox. Ever. Not because I am sony fanboy or anything. In fact, IF, sony comes up with such anti-consumer policies, I will STOP buying their console as well.

I think,
1) Adding more clock speed is NOT going to help a lot for the games, especially your bus bandwidth and GPU, memory specs remain the same (with respect to comparison between GPU & mem specs on PS4)
2) Didn't they just increase the CPU clock speed by 53MHz last month?
3) If these minor CPU clock bumps were so "important" to be rush...
