If that was the case then we'd have seen the same problem on last gen systems for cross-gen games as well.
And if it is indeed strictly hardware related, then the problems shouldn't get solved post launch via patches.

if you gotta play it at higher fps at launch, then maybe try PC then?
but then again, given the state of pc ports at launch these days, who knows if you'll even get 30 on an RTX 4090 at launch...

Well, Naughty Dog contacted the infamous Iron Galaxy studio (again) for this port job ... so every PC player saw this coming ...
Why'd ND have to partner up with Iron Galaxy, again?
Iron Galaxy has terrible track record and every PC gamer knows it ... and yet we're greeted with another terrible Iron Galaxy port job of a AAA title ....
Spiritual Successor is something I consider a modern non-related "inspired-sequel" to an older franchise/IP.
Atomic Heart has similarities to Bioshock, but the overall package is not a spiritual successor to Bioshock. Heck, I can even go as far to say, its abit Half-Life 2 inspired as well. But I'll consider AH as its one pseudo-unique game.
And Wo Long (2023) just came out after Nioh 2 (2020) from the same developer. Is it Nioh 2's spiritual successor tho...
2023 is already looking good as a pretty great year for gaming ....
