First of all, this gen was to be the generation, where we envisioned 60fps to become the common standard for consoles.
So a first party game releasing only @ 30fps is kind of a letdown. NGL.
Second, this game's an UE4 game. Granted its open world but its not pushing any tech boundaries. The game has simple aesthetics and solely focusing on its fun gameplay as its USP. Its a defacto 60fps fun shooter.

Performance will be underwhelming at launch ... that's a Bethesda thing. Lots of scripts running simultaneously in the background will tank perf at launch. We experienced that with their past games. Not anything new.
But its the Bethesda magic in their games, the reason these games are so lauded and are so enjoyable and re-playable. And since Starfield is their next star game and a new IP nevertheless, I doubt the Bethesda charm will be lacking with this one.
