Because of the game engine. Obsidian's Fallout "needs" to be done on the Creation Engine or else it won't have the same charm as New Vegas. An UnrealEngine based one will feel more like Outer Worlds due the lack of scripting that Creation Engine boast.
Now, the latest Fallout build is of the 76, which looks quite dated and is not fit for a future release.

Rockstar managed the vast GTA V (with character switching) on the PS3 & X360 .... not an easy feat.
I think they'll find comfort in 900p~1080p + 30fps combo with draw distance reduced for Series S.
Yea I know its a Ubi game ... and the marketing for this is not top notch and the hype's quite low, especially releasing after the GTA V reveal .... but the game's talking point is the visuals.
Its one of the best looking game of this year and one of the best, if not the best, looking Ubisoft game ever.
