I agree, the first game was published by Microsoft, and Bioware had a background with the original xbox. But now when they are an EA company, it would make no sense not to make this game for PS3.

Most likely, they choose the 360 as the platform for mass effect, because they wanted to make a next gen game, and at that time Microsoft where the ones who could offer them most, plus they did a few games for the original xbox.
Did a check, they said in an gamespot interview, they aiming for a console version also, but the PC is the lead platform.

Anything beyond 30-40 fps looks smooth enough for me, never seen the difference between 40 and 60 fps. And if 60 fps is all you care for, then you have chosen the wrong platform.
I can play Crysis at high/max with my 500$ machine in 720p, medium/high in 1080p. A 750$ machine can play Crysis at max in 1080p.
I loved Mass Effect 2, but for me the first one was so much better.
