the ps3 was designed this way; the rsx does basic rendering(geometry and texturing) while the cell does......just about everything else :/ the rsx doesn't have much horsepower compared to xenos some game devs(crytek, epic,bizarre creations) and even IBM have mentioned this but the cell is there to pick up the slack.

this is pc LOWEST settings confirmed by DICE(they said consoles will run BF3 at pc LOWEST settings so the 360 version will be just as crappy compared to the pc version) but looks amazing for a console game
lol both 360 and ps3 are not as powerful as dual gpu high end 2005 pcs
on topic consoles are not pcs and they'll never be they'll never be as open and useful as pcs infact pc are used to create console games
it could look much better than reach other dev have shown the 360 can far surpass reach visuals
crysis 2,crysis 1, gears of war 2, battlefied 3 and RAGE(which runs 60fps) LOOK way better than reach in every way

the reason the install is optional for 360 is because NOT ALL 360s ship with hard drives but all ps3s ship with hard drives so making it compulsory won't shut out any ps3 owners.
textures are streamed to gpu through vram but disk streaming to memory is much slower than hdd streaming to memory and the higher the texture quality the longer it takes to stream from disk/HDD to ram(and then to gpu where it will be rendered) and the disk streaming speed ...
minor really ?lol crysis 2 pc even without directx 11 patch and high res texture pack as well as other pc games like hard reset, metro 2033, crysis warhead, crysis 1(even without mods), GTA IV, witcher 2, shogun 2 and a few others(you can add battlefield 3 and batman arkham city when they arrive on pc by next month) makes even the best looking console games look like ps2 games(that includes kz2/3, uncharted 2/3, gears 3, crysis 1 remake, crysis 2 and others)

looks amazing for a console game but most multiplats that have made it to pc over the past few years look better than this including bulletstorm , assassins creed 2 and even red faction:guerrilla :/ there are even a number of pc games that make UC3 look last gen so this visuals don't wow me at all
by the way the desert scene is just repeated textures with per-calculated physics(no geometry AT ALL) technically not that impressive the ship level was superior from a technic...
the difference will be much bigger when you see the pc version maxed out and he console versions running in motion rather than compressed screens. the pc version can potentially be a full gen ahead of the console version

the specs you listed are FAR too weak that won't be able to run Samaritan tech demo or even BF3 pc max settings visuals visuals and the ream is WAY too small next gen consoles need at least 8gb ram(ram is dirt cheap now so is very possible) . those aren't even 2011 high end pc specs and you think a console launching with these specs in 2013 will be enough ? you forgot to mention that consoles run BF3 at pc LOWEST settings with much smaller maps, less buildings, foliage and other geometry and yet runs at 704p with no texture filtering, no v-sync, lots of screen tearing and will drop below 30fps when under pressure.

naughty dog said uncharted 2 used 90% of ps3s power and not 100, they also said they optimzed the engine for UC3 to run a bit faster and save a bit of processing time. uncharted 3 doesn't look that much better than 2 believe it or not(the animations have improved though but the lighting, textures and other things haven't improved significantly) and the ps3 doesn't have infinite power no console does.
even as good as UC3 looks it doesn't look as good as crysis ...
