It's an exclusive title from a first party studio. There's would be no excuse if they had it underperforming.
Same thing for Breath of The Wild when it releases. It needs to run solidly. I mean, Nintendo is known to make their games run well on their systems, but that's probably their first actual shot at a 3D open world game, so who knows.

It worked great in The Binding of Isaac.
I think it all comes down to the game's core mechanics rather than the amount of content that is procedurally generated. Like you shouldn't really make the game around the idea, but start developing such content after you're confident the game's mechanics are fun and compatible with procedural generation.

Some of the comments above are missing the point. This article isn't about gaming's biggest issues, but about some of the most overlooked ones that plague almost every big release in recent years.

Funny how I just finished playing this game for the 2nd time a couple of hours ago, and then I saw this.
I was very critical regarding various design choices my first time through it back when it came out, but I've seen so much crap this gen that I was somehow able to get around most issues and focused on the better aspects of the game. In fact, I found it to be a very refreshing experience, even though I already knew how it all ended.
