Platinum are one of those few developers you can almost blindly trust to deliver an actually good and complete game out of the box.
On a GTX 1080Ti, 4K/60fps is actually rather impressive.
RTX was never advertised for the 1080Ti.
Not to defend them or anything, but do keep in mind the ancient hardware they have to work with.

People probably said the same about GTA5 and look at how well it performs on PC, regardless of framerate.
Also, some people, myself included, have held off on buying the console versions in favor of waiting for the PC version, so it's not a matter of double dipping.
