Seriously 60FPS alone will transform this game. It felt so slow and controls so unresponsive on 30FPS consoles. Halving the response time or possibly even better will make everything look and feel so much snappie...

Trust me, you know nothing SamPao. 1080p 30FPS console games are immediately on another tier when they run 1440p and 120FPS, or 4K and 60FPS. Not to mention the additional quality level of effects and textures, in person the difference is just huge.

Lots of factors. Lots and lots. Cost of the hardware was steep for Sega so they lost a lot on it, and didn't recoup enough on software sales.
This could partly be attributed to the fact you could run copied games incredibly easily once pirates had learned how to defeat the simple software measure that had been put in place. Other machines needed a mod chip, the Dreamcast would just run the correctly packed titles off cheap CD ROMs.

PC version looks fine considering it's nearly 8 years old.
A lot better than the console version, way way better. Runs very well. A potato PC can do 1080/60FPS. Xbox 360 only managed 960 x 540 (barely half 720p!) and a shonky 25FPS.....
It's the only version I would bother with right now.
PC doesn't replace PlayStation, it replaces Xbox.
Microsoft's games are all ending up on PC, you're better off with a PS4 and a Pc right now to get the best versions of any games on those systems.

Hardly need much of a PC to beat base Xbox One hardware, a dismal one will do. One that was considered mid range 6 years ago (before Xbox One launched!!!!) would comfortably do that. i5 3570k (launched over 7 years ago) Nvidia GTX760/Radeon R9 280X circa mid 2013. Job done.

PC is the best platform for China because it is much harder to regulate than consoles which can just be banned or forced out fairly easily.
PC will dominate there for decades to come, there is far more PC gamers worldwide than all current gen console gamers combined. It's by far the largest and most lucrative platform. The future is very very bright for PC.
If the question is which is the best version the answer is always PC.

Rumours and they seem likely that Nintendo will revise Switch hardware this year. As in make a kind of 'Pro' model with more power than the original, and a new original cheaper base model.

If Navi 10 is weak and disappointing then new consoles based on that design will similarly be underwhelming hardware wise. I warned about this for a while.
AMD's graphics division is so far behind Nvidia it's such a bad time to build new consoles when they are so uncompetitive. If new consoles arrive in 2020 it is likely their GPUs will basically be lower mid end to what is available on PC at that point.

The memory configuration alone is comical. 20GB of GDDR6 would be >$200 wholesale. For that memory. Nothing else.
880GB/s memory bandwidth would mean very high clocked GDDR6, allied to a memory bus wider than that on the current Nvidia Titan RTX. Not the RTX2080Ti, the card ABOVE that- hyper expensive Titan! That card 'only' has a 384bit memory bus with fast GDDR6 resulting in 672GB/s of bandwidth.

You can't buy a console that does what a PC does. PC has a higher initial cost, but a lower running cost. It isn't more expensive in the long run.
Who buys a car and doesn't consider how much it costs to fuel, insure, tax, maintain, depreciates? Cheaper to buy outright isn't always cheaper than a better more expensive car over the life of use.

It's a game designed for 6 year old consoles. Therefore running it well is not going to be at all difficult, as the minimum specs make clear.
