If the Oculus partnership is a thing, Kinect would almost certainly be used for head and hand tracking, voice commands and such... with all of Microsoft's talk about forward compatibility (not to mention Cortana's integration), it's the most logical choice.

MMO or no, this type of game would be perfect for some of that sweet, sweet cloud-based destruction - obviously not to the degree that Crackdown's touting, but enough to burn down and blow up buildings, cars and such... I swear that "if you're not gonna help me..." line has been used in just about every bad action movie since the 80's - not that I've got anything against bad action movies... you're right, it's suprising to hear such 'stock' dialogue in an otherwise unique and original-looking game.
He's never wrong... some people just don't want to believe in his announcements (see Horizon: Zero Dawn's delay), so they lump him with the likes of Tidux and Thuway.

As for cloud zombies, I think State of Decay's sequel would make a great candidate for a suite of cloud features - not just destruction, but AI, persistent item tracking and weather systems.
Maybe you're thinking of Tequila Works? I remember they were having problems with 'Rime'... that said, it could be any number of indie devs - they do have a tendency to go belly-up.
