Won't be that difficult to be better than MW3 on consoles, since they optimize the sh*t out of it to make it run at 60 fps (which means sub-HD graphics).
I don't expect to see a huge difference between PC and consoles through trailers and web videos though. We'll see some effects gone, that's for sure, but the overall quality will be the same since...
