I was gonna buy it (despite having played a lot on PC), but now knowing about its ridiculous under optimization, I'll just get it if there is a demo first.
But two points should be noted:
1. It's not thaaat bad. Watch the video. Sequences with lots happening well locked at 60fps.
2. The comparison was made between PS4 1080p vs X1 900p. With X1 patched to 1080p, will it maintain the performance?
Maybe when consoles get hacked they'll lower the prices. For now, they obviously don't see a reason to do it.
^ it is more related to scaling. I didnt suffer issues with it. Found the games very easy 99% of the time.
But yeah, it is one of the problem of non linear games. Remember how Oblivion dealt with it? Enemies scaled with you. On the other extreme, Amalur... If you got into a zone being a level 5, it would be level 5 scaled for the rest of the playthrough...
It's a big trouble for open world design and I guess there are great, but not perfect solutions.

Obviously nobody KNOWS the answer and there is no objective "right" or "wrong", but I'm interested to see how people are seeing this first entry a little more impacted by the new gen.
