-How does this force them to buy two versions? If you want slightly better graphics and frame rate, then buy it. But, it doesn't force them. Forcing would be making certain games/modes/dlc exclusive to the Neo. Then, if consumers would have to buy the Neo, if they wanted access to thes...

I'd wager we'd see a ps5 in 2019. The ps4 launched in 2013, the Neo looks like it'll launch later this year. That's six years, which is a lot healthier for the industry than the last console cycle.

Looking at the pic of the info sheet, those look like DLC packs.
Starting with Bf3 and Bf4 launched on the last week of October, with the first expansion pack releasing on the first week of December. Eastern Front, as labeled here, launches December 6.
Bf3 and Bf4 each had 5 pieces of DLC. This sheet has 5 "packs": Eastern Front, Fallen Dragon, Prototype Warfare, Titan Assault and Independence Day.

The split happened in 2010. West and Zampella did not want to do another Modern Warfare game. They wanted to move on. Yes, they hated Treyarch and unpaid bonuses were a factor, but your other details are wrong.

When IW wanted to move on from WWII, Activision was very, very resistant. But the devs persisted and were able to make Modern Warfare. After MW2, Infinity Ward wanted to move on. Who knows where we would be now, if Activision had let them.

@darth: There is documentation that Sony will not allow that. As for making "Neo only modes". Those would probably happen when the next iteration/next playstation were to be released.
Playing devil's advocate...let's say it was in consideration to be delayed. If it needed more development time, than I agree. Move it. But, if it's a scheduling thing (having too many games in the holiday season), I'd rather they move The Last Guardian to 2017 and keep Horizon as a 2016 holiday release.
Nintendo is not doomed. They are nowhere as in bad a shape as Sega was when they bowed out.
