Here's the fuss: Some people actually have siblings or children that play games on the same console with different profiles (shock and awe, I know). Usually with other games, dlc can be purchased by just one profile and accessed by all. So I can buy a car pack and my brother can play it without having to use my profile.
What PD have done is perverse this system and obviously people will be upset.

I'll gladly point out the problem to you. One PS3- 2 gamers (siblings perhaps), 2 profiles, 2 separate GT5 profiles/saves/careers.
With normal dlc, 1 profile buys dlc and both can enjoy the cars/add-ons
With this dlc, second profile has to buy same dlc again. Problem? Yes, very. Other games allow you to share dlc with other profiles on the console you downloaded the content on.

unlockables =/= paid dlc
This is in fact very rare, all the dlc I've ever downloaded can be accessed by all the profiles on my console, my brother for instance can race with the cars I downloaded on my profile with his profile with no problem, on Forza 3.

Um no. On forza (only racing game I could think of with car packs) when one account buys new cars, all accounts get to enjoy them. Same goes with multiplayer maps dlc (on halo at least) and story dlc (Undead Redemption)
This is not common practice, don't pretend it is just because it is your precious GT5 affected.
