I dont know if its the same in the US but the reason its like that in the UK is that you aren't phoning the company you think you are phoning, you are phoning a generic customer service helpdesk who provide third party support for a multitude of companies - hence their training and delivery of service is very generic.
Here very few companies can afford to have a dedicated customer service team of a big enough size to deal with the calls that might (or might not) come in, ...

I agree, the game looks great but is seriously lacking content.
It's the same enemies all the way through, the city itself didn't seem as much fun as it's predecessors, and there weren't any major set pieces like aldens tower or the prison siege in infamous 1. The powers and abilities all did the same thing apart from the dash move, which still wasn't as cool as Coles electric wire grinding as a means of getting around.

I have a WiiU, Vita, and PS4.
I would advise just getting the Vita and skipping the WiiU. None of the WiiU games are particularly brilliant with the best so far being Wind Waker, the system is pretty clunky and has some mind boggling load times. Pikmin 3 is cool but over very quickly, All the Mario games seemed a bit uninspired to me although they are fun to play with the family.
Vita has some great games and with the quality of stuff they give away with PS+ ...
