I guess it's up to the developer & the players. Like you said there aren't many developers that quit.
But they exist and it's dangerous for those players who belive in their promises and buy the game especially those outside of reading gaming news & so on.

It could, but for example on the PC platform many multiplayer titles had support from the community to help with bug fixes and balance.
If BF4 was released in Early Access this whole problem of bugs/glitches/net-code and so on would have been advert..
But then again it could be just a business for devs to make cheap games and never actually finish them.
