Yes, they paid Bethesda to leave bugs in the PS3 version, of course they did. Crazy people.
Just wait a week or so after release to buy it if you're concerned about bugs. If they are significant they'll get a patch out fast.
Don't expect the same leap in gfx to R3 as you saw between R1 and R2, which is admittedly an impressive development. It'll look better for sure, but don't expect R3 to pwn R2, like R2 does R1.
