Exactly what calculations are going to be "non latency sensitive?"
Physics? Will my Internet lag and my gorgeously rendered car in Forza 5 drive straight through a wall because the physics were offloaded?
AI? Will I die because my AI teammates lagged out at the wrong time?

Neither of you are actually reading what was said...when the dev is talking about "catching up" he is talking about the development tools/environment which he describes as "more mature" on the ps4 (currently)
actually to the contrary...its pretty much confirmed there WILL be a difference in power..however the differences we see in real world performance will probably be negligable on multiplatform games...
the PS4 exclusives might be a step above their XBone counterparts...but not anything like a generational leap...
some questions to ponder...
1. What do you do about lag? computations inside a cpu/gpu take place near instantaneously...are developers to trust that internet speeds will not slow down the transfer of information? Cloud processing can be awesome for number crunching (like folding at home or something along those lines)..but actually doing rendering and then passing that back to the user? come on...
2. What about those with poor/no connections? Do develope...
the problem with your "15 exclusives" argument is that they have said nothing about what TYPE of games they are...
ALL Kinect games are by default XBone exclusive...and based on MS' recent track record...you can bet your life that a good chunk of those 15 games will be casual kinect titles...
whoops, check your numbers...everywhere outside the US the PS3 has outsold the 360.
In worldwide sales the PS3 has passed the 360, even with the year headstart..
CoD gets a bum rep that is not deserved as simply "copy and paste."
if you were to actually do some research there are significant improvements under the hood of the IW engine throughout this generation...
However, there have been sacrifices in the visual department because of a gameplay formula that the devs set out to create...
Ill keep with the PS3 (because i do most of my gaming there, but it holds the same on the 360)...
yet the actual developers (read: not you) have had nothing but great things to say about the hardware...
should we believe the professionals...or you?

you may be right, the article you linked to doesn't support your claim...it just says that there is memory set aside for the OS...not that its seperate from the 8GB of GDDR5...
because optical can't carry uncompressed, or "HD" audio (DTS-MA, Dolby TrueHD) 7(+) channel audio like HDMI can?

its funny that as such an "expert" on hardware you don't have a job as a developer or hardware engineer...yet these stupid developers keep talking about how they had input into the hardware design, and have had nothing but good things to say about the hardware in the PS4...

voice chat is like what is available on PS3 multiplayer games..where you can talk to the people in your lobby, or on your team...

My logic doesn't fail at all...even if youre going to add the ~$400 card to an existing PC, you STILL have to factor in the cost of the existing hardware...because even of you used existing parts from 2010 or 2011 its still going to cost more than $100 to total the cost of the CPU, mobo, system memory, cooling, case, controller (or keyboard/mouse), bluray drive, power supply, etc...
Idc if you're using the existing hardware...its cost still has to...

The PS4 is looking to cost in the ~$500 range...you need to find me a CPU, memory, HDD, mobo, power supply, cooling system, a case, bluray drive, a controller, and whatever else and keep all of that under ~$100!?...
This is where the pro-PC logic fails SO hard...
the cell brought a lot of interesting techniques that most developers would probably love (if they had access to it)..
the PS3's downfall was its relatively weak GPU and its memory...because the PS3 used dedicated pools it should have shipped with more memory than it did...
i don't think anyone is screaming PS4 > PC...but the PS4 will have certain advantages that PC's will not because of its closed hardware...it will never compete with $1000 GP...

all its saying is that the dev has found a lot of additional new tricks and methods of getting good graphics out of the PS4 that were simply not possible on the PS3...

i dont think the background OS features are going to require anything CLOSE to 4GB...not needed...
im not sure what the #'s are right now...but the PS3 OS'memory footprint was like 50MB back in 2009 (not sure why those numbers stick in my head, but i cant remember more recent numbers)...
i know the PS4 plans to introduce some pretty hefty features to the experience...but to think its going to require them to set aside a whole 4GB for the OS and not al...

No...the PS3 was maxed out...
all games are using the full power of the PS3, if not there wouldn't be things like frame rate problems, or torn frames...
but you have to look at things this way when youre looking at game development..and this holds true for EVERY console...
the "power" of a console is like the space inside a bucket...
launch titles are like filling the bucket with bould...
in fairness it makes COMPLETE sense for them to have stuck with the same engine the whole generation...and i expect them to do the same next generation (and they should)
CoD has a gameplay forumla that includes a no compromise stance on a solid 60fps...because of that, sacrifices need to be made in other areas...the CoD games for the PS3/360 were never going to look as pretty as BF or KZ or Halo...because the frame rate goals set by the developers...
