What some sites are saying is that he dislikes the story and the villains. I heard they were planning a Vultress -- which is lame. That's going outside the boundaries of the comic book's storyline.
They should go with the Lizard and Electro -- for example. Or Rhino and Vulture. Well established villains.

I played the PTR 3.3 for a while, and the Plagueworks is hardcore as it comes. Even the trash mobs can be a pain, especially those rotting doggies. If you aggro two, that's a certain wipe.
A placeholder is there to work on it soon. What's the point of creating a placeholder you won't use in one or two years? That's why this rises some speculation and attention.
