Minecraft and such are the obvious sandbox games. The ones I listed are sandbox style games now considered to be sandbox games in todays terms. If you do some research it will help.
Look up the term, its origin, history and where sandbox is today.

They are calling it a kind of open world then it probably is. There are many iterations of open worlds in many different games.
Open world areas are usually where multiple quests, objectives and npcs reside and players can participate freely within it and travel within it without restriction. A game can have multiple open world areas. The rules may or may not change with each world. One may have no gravity, or a land of ghosts only etc- Destiny 2, Dragon Age Inquisition, Witcher 3, etc
