Yes it definitely has more processing power, but do the graphics of the 3DS look better to the user? In some cases yes and the case of sims 3, hell no!
I think that's probably because that classic Twisted Metal feel usually comes through in the story mode.
BTW I think the graphics may not be over-the-top because of its 4 player split screen which also allows online coupled with very large enviornments, however, I don't agree with the fact that the graphics look bad in the first place.
