I agree. The reviewer seems to have extremely overreacted. This isn't a full PR meltdown like Phil Fish.

Same using a Day 1 PS4. I've only recently noticed my PS4 getting really noisy.

They did away with that a long time ago on the PS3. I have a hard time believing they'd go back on that idea.
The game was fantastic but the aiming was super loose. Once you get used to it then it's awesome.
I love it. Over 700 hrs in on PS4. It's extremely grindy and the learning curve is insane. But once you're past the initial learning curve its not so bad and there's a lot to do in the late game. The grind is mostly just to get powerful enough to make it to the late game.
Fallout 3 came out first and had a better story but had massive RPG problems, much like 4.
Fallout New Vegas fixed all of the problems with Fallout 3, brought the series closer to its roots, improved on the RPG mechanics, but had a bland story, didn't improve on the Engine, and had more bugs. People forget that Obsidian fixed more bugs and provided more support over the years than Bethesda did.

Origin Access (PC version) is a great deal $30 a year and I got Mirrors edge, BF1, Titan Fall 2, plus a bunch more.
One of those alone is still $30
Price it right, fix the technical issues with Origin, include all DLC for all games, and don't hold back the AAA Games and you'll have my interest.

It did have one benefit. Games like Assassins Creed where I didn't care about the multiplayer were now cheaper used because they didn't come with the online code.
Other than that it actually prevented me from buying a playing a lot of games.
