No, console manufacturers know that most gamers don't know what a frame is. So instead they put the available bandwidth into graphics and resolution.
Thats because contrary to the belief on game forums, exclusives don't run the industry. 3rd party games do. While 1st party is still important, they're not putting up the numbers like 3rd party.
Phil Spencer was head of game development when Don Mattrick was head of Xbox. I don't know what the head of game development is doing now.

Most people can't afford and/or build a PC on par with the One X. Or even beyond it.
If Xbox's UI is clunk and slow than what is PS'. Cause it's the fastest UI of any console right now.

Well at the end of the analog generation (walkmans, radios, crt tvs,), all Sony has left is their gaming division. So Sony can just continue to pour more and more money into Playstation. MS has their hands in many different pots though. So they can't put all their money in Xbox because it's not a priority.

They bought Havok physics which cloudgine uses.
Xbox doesn't do story driven games because financially, the Xbox division can't afford it. Of course MS can. But MS isn't just writing the Xbox division an endless amount of checks. PS being 10x more profitable than the Xbox division can do those things. But games that you can only truly experience once don't make as much money and have never been MS/Xbox's forte.
They also have the edge in comments per article. Xbox article: 300-500 comments. PS article: 20-50 comments (unless it's something REALLY important).
