Nah, I feel it's a little better but that's a good thing. There was too much of a penalty for hip firing in black ops 2. In reality, when you hip fire a rifle at a target that's under 30 yards away, you're usually going to hit it. Now if they could just eliminate quick scoping and the instant death when getting stabbed in the toe, things would be better.
It seems most of you didn't read the article or you wouldn't be looking at this as a good thing. At points the PS4 is going over 60fps and at others it's dropping down to 40. In both instances it makes it appear as a loss of frame rate, though counter intuitively, the effect is worse when it is exceeding 60fps than when it's dropping below that.

Just because you and your little friends are "nut bar" over the PS4 only doesn't mean that's what the rest of the world is like. I myself, am interested in both consoles but was more interested in the Xbox One and got that first. And what do you know, when I logged in I saw a bunch of my friends had gotten xbox ones as well.
