GTA is a parody on the American way of life and the modern sick society... Taking that away wouldn't work imho.
It would be very hard to transport that to another country. (No, GTA London was very early in the series when those satirical elements were not as strong yet) The whole strange bigotry and hypocritical extremes are much bigger in the U.S. than anywhere else on the planet.
That's why those things have lenses.
