We just got Fallout 4, so I’d rather they focus on releasing a new ES game first before thinking about releasing another mainline Fallout.
Ninja Theory is owned by MS now, so at the end of the day it is likely up to MS to decide. But since Sony had been hostile toward MS lately, I doubt MS would want this to happen.
If your daughter is very young, I would recommend asking her to skip Primrose altogether.

Even if it didn’t push the hardware to the limit, it would still be very difficult to render this game in PS VR with all the visuals in tact.

Well comparing to Skyrim, which was originally released in 2011, Fallout 4 is still very recent compared to it. Plus Falout 76 is also coming as well.
