Kojima feels very comfortable working with Sony and Sony give him the freedom and trust he wants. I really doubt Kojima would want to change that in the future by experimenting with other publishers. My bet is that he will stay with Sony. Look at Quantum dreams, they are not owned by Sony but they love working with them and they make their games exclusive to Sony.

If you have a PC, there is no reason to get an xbox at all but if you would like to play all the amazing exclusives games coming to PS4, then you have to buy a PlayStation or NEO as they are really exclusive to that Platform.
The article also says what's the point on getting the xbox One mini if all exclusives games are coming to PC. PlayStation exclusives are still going to be PlayStation exclusives. Xbox has no longer exclusives, hay are all going to PC now.
