Why would I pre order? I don't even know how the game is going to play or if it is good.
Because the majority of the PlayStation installbase is busy playing new and awesome games and doesn't care about playing old games so they have not asked for it. Is not needed when a consequent stream of amazing exclusive games is on the system.
BC is a good to have feature that help consoles the first years when there is no games still available.

PS4 is dominating the market. There is no rush for a new console. They can take their time for research. There is also no competition from MS.

E3 is a celebration for the PlayStation nation who in fascination will enjoy their creations.
1 or 2 games will not change Xbox fate this gen. There is no magic or secret sauce. The success of the PS4 is no magic. They invested heavily in talented first party studios and listening to its customers.
